No Response after giving offer

Made an offer but did not make payment. Told her that once she confirms, she can just make payment to me but she told me she decided not to purchase it because govt has announced the reopening of retail this weekend. However, offer was made after announcement was made. The offered & response were 2.5hrs apart & I'm providing 25% off retail price. Not geniune. Will not recommend dealing with her
