Buyer no response after making an offer.

Ask to COD at her place and follow her time. After arrived, chat no reply, Whatsapp no reply, call no answer. Wasting my time and my money. If want to cancel, at least reply. No need for me to wait for more than 1 hours! If just want to survey, don't make an offer at the 1st place!
